A cruise passenger is accused of sexually assaulting a 12-year-old girl during an eastern Caribbean  cruise, according to a newspaper in West Virginia where the young man resides.

U.S. Federal prosecutors reportedly filed a motion for a guilty plea hearing in U.S. District Court in Charleston, West Virginia yesterday. Judge Joseph Goodwin scheduled the motion for hearing on Monday, July 16 at 10 a.m.

If convicted, Mr. Morrison faces up to 15 years in prison. The newspaper articles state that he is being prosecuted via a criminal information rather than a grand jury indictment, “which usually indicates a suspect plans to enter a guilty plea.”

According to the Charleston Gazette-Mail, Joshua Morrison, of Kenova, West Virginia, who was 18 years old a the time of the cruise and is now age Alleged Sexual Assault Cruise 21, is accused of coercing a girl from Utah, then just age 12 years old, into performing sexual acts while the two were on a cruise aboard the Carnival Conquest. The alleged crime reportedly occurred during the cruise on January 8, 2016, when he was 18 years old.

According to the criminal complaint, Morrison reportedly instructed the young girl to perform oral sex on him and eventually forced her into having intercourse. The girl reported suffered physical injuries as a result of the encounter.

The newspaper states that the child was able to remember the first name and first initial of the last name of the suspect, and that he was from West Virginia. The girl’s mother reported the alleged crime to authorities about a year after it occurred. The newspaper states that:

“The criminal complaint states the suspect was aware of the girl’s age, even telling her he had experience with women below the age of consent. The alleged assault took place in a bathroom aboard the ship. After the incident, Morrison told the girl not to tell anyone, because he could go to jail. He also threatened the victim that he would find her if she did alert the authorities . . ”

The criminal complaint (see below) filed in federal court in West Virginia alleges that Mr. Morrison violated 18 U.S.C. 2243(2) involving sexual abuse of a minor, and was verified by a FBI agent. The crime occurred on the Carnival cruise ship on the last night of the six day cruise. The incident occurred in the men’s bathroom located below the teen club on the cruise ship.

According to the complaint, Mr. Morrison pressured the child who said “no” or “I don’t know” when he asked her to have sex. Mr. Morrison told the girl that she was not the first 12 year old that he had sex with. She “felt pressured to do something with him and did not feel like she would be able to leave the restroom without engaging in sexual activity . . . ”  But he reportedly blamed the child to the FBI agent, saying: “it was her idea and I was stupid enough to go along with it. . . she did not look that much younger, but the braces gave it away . . . she was just a little kid . . .”

Like many child victims, she told her mother about the incident only after the cruise (about a year after it occurred), after first disclosing the sexual abuse to a church official. The mother then notified the FBI.

Last summer, NBC aired a special on sexual assaults on cruise ships. Approximately one-third of sexual crimes during cruises are committed against children. The crimes are perpetrated by both crew members and other passengers alike. Parents should be on heightened alert for pedophiles and perverts during cruises and should not assume that their children are safe because they are on a cruise ship.

He admitted that he was 18 years old at the time, the minor was 12 years old at the time, and he knew the minor’s age.”

Sexual Assault Royal CaribbeanSurveillance video on Royal Caribbean’s Independence of the Seas shows an attack on a 13 year old boy by two adult passengers.

The men, identified by local Miami news station NBC 4 as Martinez and Lawson, corner the teenager in the ship’s library, before pinning him against the bookcase. The boy had apparently made an inappropriate comment earlier during the cruise to to Lawson’s daughter (Martinez’s niece).

In retaliation, the men confronted the minor, with Martinez taking off his shirt and sexually assaulting the minor, according to the article titled Teen’s Assault on Cruise Ship Caught on Surveillance Camera.

The minor’s mother reportedly said about the attack on her son: “He physically punched him, choked him, smothered his face in the pillow, pulled his clothes off, was on top of my son.”

The Sun Sentinel covered the disturbing story shortly after it occurred back in January of 2016.

The family of the boy is represented by another maritime lawyer here in Miami.

Royal Caribbean said “the ship’s crew has no duty to monitor the cameras . . . ”

A criminal judge sentenced Martinez to three years in prison for lewd and lascivious behavior with a child under 16, and sentenced Lawson to two years in prison sentence for child abuse.

The article mentions that in 2016-2017, 69 percent of crimes committed on board cruise ships were sexual assaults. The chairman of the International Cruise Victims Association (ICV), Ken Carver, told NBC 4 that “a third of all the rapes on cruise ships are on minors, if you can believe that.” You can read the 2013 Congressional cruise crime report with this alarming statistic here.

MSC OrchestraThe German newspaper, Bild, recently published a blockbuster article tilted Child Molester on Dream Boat which reports that MSC Cruises rehired a crew member who had been accused of sexually molesting a ten year old child. MSC is accused of flying the crew member back to India rather than turning him over to law enforcement.

The newspaper states that the sexual molestation occurred in 2015 on the MSC Orchestra. The 45 year old cabin attendant is alleged to have sexually abused a 10 year old boy traveling with his German parents on the MSC cruise ship during a Baltic cruise. The minor’s parents were reportedly at a performance in the ship’s theater when the Indian crew member entered the cabin “supposedly to change towels.”

Another German newspaper, the Berliner Kurier, reported that the steward tried to entertain the boy by folding towel animals before pulling the child’s pants down. The cabin attendant told the child not to tell his parents anything. However, after his parents return to the stateroom the boy told them what happen and they immediately reported the assault to the ship’s captain.

But after the cruise ended in Tallinn, the cabin attendant was not arrested but instead, on the same day, was flown at MSC’s expense back to India.

The newspapers state that, a few months later, MSC rehired the steward, but he was subsequently arrested on a European criminal warrant in May 2017 when the MSC cruise ship called on Dubrovnik, Croatia.

The judge sentenced the MSC crew member to 22 months imprison, and added that “I find it strange that the cruise company rehires someone who is accused of sexual abuse to MSC Cruises Sexual Crimea child . . . ”

The popular Crew Center website asked these basic questions:

  • Why did the captain not hand over the crew member immediately to the police authorities in Estonia, instead of sending him to India?
  • Does the company check the records before rehiring a crew member?

Berliner Kurier reported that its editorial staff asked MSC to explain why the captain did not hand over the crew member immediately to the Estonian police instead of flying its employee out of the jurisdiction. MSC refused to comment.

We have also asked for a statement from MSC which has not responded to date.

This case follows a pattern which we have discussed many times, where parents leave their children in what they believe is the security of their cabin to attend a dinner or show, and a cabin attendant enters the cabin during their absence. Sexual assaults by cabin attendants in staterooms are the most frequent type of shipboard sexual crimes on cruises, in our opinion. And it’s not uncommon for cruise lines to immediately fly their employees accused of such crimes back to their home country like this, as this infamous case clearly reveals.

The crew member reportedly worked for MSC as a cabin attendant for 13 years. The question arises how many other times this pedophile abused children in this manner.

Jim Walker Cruise Law Sexual AssaultLast night, NBC Nightly News aired part 2 of its investigation into sexual assaults on cruise ships.

NBC interviewed me during the investigation. We have handled over 100 cases of sexual assault; approximately one third of the victims have been children. This is essentially the assault rate of minors that experts testified to during prior Congressional hearings.  

The common comment we hear is that parents need to supervise their children while on cruises. This may be true, but sexual assaults can take place even when the most attentive parents are involved. Children have been assaulted during cruises in shipboard childcare facilities as well as in their cabins by cabin attendants who meet the children and their family members during the cruise.

Another common scenario is older passengers who have access to alcohol and target underage girls during the cruise.

When an assault occurs, the FBI routinely does not follow up with their initial investigation and interview of the victim. Prosecutions of shipboard predators by the U.S. Department of Justice are rare.

Carnival Cruise RapeBreitbart reports today that a member of the Kansas National Guard pleaded guilty to transporting a minor across state lines for the purposes of having sex on a Carnival cruise ship.

Paul Francis Grimm, age 43, from Wichita, Kansas flew a girl under 18 from her home in Ohio to Houston in order to take her on the Carnival Triumph cruise ship sailing from Galveston, Texas.

Grimm used to live in Ohio and his daughter was friends with the underage girl. Grimm falsely told the girl’s mother that he was taking his children on the cruise and wanted the girl to accompany them.

At the end of the cruise, U.S. Customs and Border Patrol (CBP) became suspicious when they realized that Grimm and the minor had different last names. The CBP separated Grimm from the child and found out that Grimm possessed nude photographs of the girl, brought sex toys with him, and had engaged in sexual conduct with the underage girl. 

There is a lot of blame to pass around in this situation. No parent should ever permit a man to take their child on a cruise. A cruise line should never sell a single cabin to a man and an unrelated child twenty-five (25) years younger than him.

The Customs and Border Patrol should begin vetting the name of passengers before the cruise starts, rather than screening passengers only at the end of the cruise.  Unfortunately this is standard practice Custom and Border Patrolfor the CBP, which routinely permits rapists, criminals with outstanding warrants and other misfits to board cruise ships. Then there is great fanfare at the end of the cruise when the CBP finally take a look at the ship manifest.

Cruise passengers Steven Mark Anthony Requena (photo right), age 28, was arrested while disembarking the Carnival Inspiration at the Port of Tampa. His name was flagged by a sweep of the manifest of passengers by Homeland Security officials who determined that the passenger was wanted for sexual assault in addition to assault with a weapon and forcible confinement. The U.S. Marshals arrested Requena only after the cruise ship returned to port. Regretfully, our federal government routinely looks at the ship passenger list only after the bad guys have already boarded the cruise ship.

KTOO in Alaska reports on what is being described as an alleged sexual assault by a thirty year old man against a 12 year old girl on a cruise ship operated by Celebrity Cruises. 

KTOO states that a "30-year-old Japanese man allegedly groped a Canadian girl near the pool of a Celebrity cruise ship on June 28th. The alleged attack took place after the ship had departed Ketchikan, but while it was still in Alaska waters."

The incident was reported to ship security who apparently did not detain the man but reported the Cruise Sexual Assault - Celebrity Century Cruise Ship  incident to the Vancouver Police Department. Vancouver authorities initially investigated but turned the matter over to the the FBI, The FBI, in turn, then referred the case to Alaskan State Troopers.

The Alaskan Troopers say the case has been referred to the District Attorney in Ketchikan, Alaska for review.

KRBD identifies the cruise ship as the Celebrity Century. The news station states that no one has been arrested.

The case illustrates the difficulties prosecuting crimes on cruise ships.

A 30 year old Japanese man apparently molests a 12 year old Canadian girl in Alaskan state waters. The cruise ship apparently does not apprehend the man or return to an Alaskan port. The ship sails on to Vancouver, Canada which does not arrest the man even though the victim is Canadian, but reports the crime to the FBI which does not have jurisdiction because the incident occurred in state territorial waters of Alaska. The FBI sends the matter back to Alaska where the crime is alleged to occur.  By the time the Alaskan Troopers are involved, the Japanese man is long gone. 

Around and around we go, with no one wanting the hot potato, and the cruise line hoping the situation will just disappear.

The local District Attorney in Ketchikan Alaska is now looking at trying to figure out how to prosecute a Japanese cruise passenger, who allegedly molested a little Canadian girl, and who probably escaped to Japan and will never return to the U.S. again.

Mariner of the Seas - Todd NordahlA 49 year old cruise passenger was arrested and charged with sexually assaulting a 15 year old boy during a recent cruise aboard the Royal Caribbean Mariner of the Seas.

According to a FBI press release, Todd Nordahl, of Arizona, was arrested when the Royal Caribbean cruise ship returned to Galveston from a seven-night cruise. 

The charges are that on March 27, Nordahl provided alcohol to the minor victim, made sexual advances toward the child and then sexually assaulted the boy.

Nordahl, 49, is being held in the Galveston County Jail. There is a hearing scheduled tomorrow in Federal Court in Texas before U.S. Magistrate Judge John R. Froeschner at 2:00 PM.

Casey Dickerson - Carnival Cruise Sexual AssaultA jury today convicted a 32 year old man for raping a a 15-year-old girl during a Carnival cruise. The girl was raped on the Carnival Sensation cruise ship by a man identified as Casey Dickerson, who then encouraged other boys to do the same.

The gang rape of a fifteen year old girl on the Carnival cruise ship received international coverage with news stations across the U.S. and even the U.K. press covering the disturbing story of how a 31 year old passenger reportedly bought alcohol for four underage boys and they took turns raping the girl during a drunken party.

Lyndsey O'Brien - Costa Coffin Cruise ShipsIn March of 2006 I attended the second of seven cruise ship hearings in Washington D.C. regarding cruise ship crimes and missing passengers.

The most compelling cruise story featured at the hearing was the case of Lynsey O’Brien, a fifteen year old Irish girl traveling with her family aboard the Costa Magica cruise ship. During the cruise, the Costa bartenders served 15-year-old Lyndsey 10 drinks. A newspaper in Ireland wrote "in a period of 45 minutes his 15-year-old daughter was served 10 drinks in a bar on the cruise ship, two Sex on the Beach, four Woo Woos, two vodka and mixers, a shot of vodka and liqueurs."

Lyndsey went overboard while trying to vomit over the railing. She has never been found. Her mom and dad, two sisters and brother returned to Ireland from the Costa cruise without their sister. 

Lynsey’s father Paul O’Brien just published a book a week ago about the horrendous experience of losing a child during what should be a holiday cruise and then ending up in a lawsuit against the cruise line which killed your daughter.

Mr. O’Brien’s book is called Lynsey’s Law Costa Coffin Cruise Ships & Obama.  He has a facebook page about his experience as well. 

July 9 2012 Update:  A newspaper in Ireland reports today on the death of Lynsey’s father, Paul O’Brien at age 49.

 A local news station in central Florida is reporting that a 15 year old cruise passenger alleges that she was gang raped by other passengers while cruising aboard the Carnival Sensation cruise ship.

WFTV reports that one of their news reporters interviewed a man who was arrested for allegedly raping a a 15-year-old girl during a Carnival cruise. The news station reports that "investigators said the girl was raped on the Carnival Sensation cruise ship by the man who then encouraged other attackers to do the same."

The Orlando Sentinel reports that the teenage victim stated  that she and another friend, also 15, went to 31 year old Casey Dickerson’s cabin with him and four other boys.

The newspaper states that once in the cabin, the girl said, Dickerson and the boys held her down and took turns having sex with her. 

At the same time, the victim’s teenage friend was being held in the bathroom by one of the boys.

As Dickerson and the others sexually assaulted the victim, they told each other to "switch," so that they would change positions.

The girl said someone knocked on the door while she was being attacked and one of the boys answered it.

The girl said she was on the floor of the cabin, wearing only a bra, and after the person who knocked at the door left, Dickerson and the boys continued their sexual attacks, the complaint says.

The WFTV reporter, Jeff Deal, talked with the suspect, Dickerson, in jail. Dickerson denied raping anyone.

Carnival Cruise  Rape Allegation"According to investigators, a group of underage people asked Dickerson to buy them alcohol.

‘You admit you bought alcohol for them?’ Deal asked.

‘I admit I bought alcohol,’ said Dickerson.

Dickerson had access to two rooms because his wife had complained about noise early on in the cruise. Carnival gave them keys to a second room.

Investigators said the group started partying in the first room and that’s where the 15-year-old claims she was essentially gang-raped.

Investigators said the girl first claims Dickerson raped her and then two underage boys raped her too.

Investigators said the boys said Dickerson told them to do it.

During the interview, Dickerson claimed he didn’t know the age of the young people . . and when we pressed him on the rape allegations he suddenly decided to end the interview."
